Background:
Dreamlopments (DLP) Social Enterprise and Foundation, registered in Thailand since 2015, is a non-profit, mission-driven organisation working on aid and development for underserved communities. DLP is currently implementing the Migrant Fund (M-FUND), a project of a low-cost not-for-profit health access fund for migrants in Thailand not covered by government health insurance schemes. The project was started in Tak province in 2017 and has since expanded in Sakaeo, Kanchanaburi, Chiang Rai, Ubon Ratchathani, Trat, Chiang Mai, and Mae Hong Son provinces.
We are looking for a Field Administrative Officer (FAO) to join the M-FUND team in Mae Hong Son province.
Job overview:
The Field Administrative Officer (FAO) works directly with and reports to the M-Fund Project Officer (PO). He/She also works closely with the Project Manager (PM), Medical Officer (MO), the Community Workers (CW), Community Relays, Provincial Health Office (PHO), District Health Office (DHO), Hospitals, Sub District Health Promoting Hospital (SDHPH), MOI, Community Leader and other partners. The overall responsibilities of the FAO are to support the administrative management, the accounting procedures, project procurement, and logistics arrangement of M-Fund in Mae Hong Son. The FAO will be required to travel in the project fields of Mae Hong Son province.
Reports to:
The Project Officer (PO) of M-FUND, Mae Hong Son, and the Project Manager (PM) based in Mae Sot.
Main tasks and responsibilities:
Accounting and finance

Assist the PO in processing payments for the organization.

Assist in recording payments, project spending, and locating them to donor budgets.

Keep and organize invoices, bills, and payment receipts.

Prepare tax certificates and submit organization finance documents to the Accounting and Finance Department of the head office.

Prepare a monthly report of expenditure and send it to the head office.
Human Resources

Assist in the process of recruiting staff for the project.

Apply for work permits and visas for staff who require it.

Keep staff employment documentation (contracts, visa/work permits as applicable, leave)
Documentation

Maintain documents of the organization and its projects in a highly organized manner.

Assist in the preparation and filing of organizational documents.

Maintain inventory and documentation of the organization's equipment.

Support the team in preparing presentations on the project.

Prepare official letters related to project activities/implementation.
Procurement, logistics
-
Manage or assist procurement processes for the office, getting quotations for purchases, selecting vendors, placing orders, paying, and following delivery of project materials.
Travel and meetings

Manage or assist in meeting preparation and organization with tasks ranging from helping prepare the agenda, inviting participants, selecting the meeting venue, and coordinating travel bookings.

Coordinate travels (itinerary, hotel bookings) for the staff and partners.
Other

Work on other administrative, organizational, and logistical tasks, as directed by the PO or the PM.
Qualifications required:

This position is for Thai nationals only.
Education:
-
Degree in Accounting, Finance, Business Administration, or related fields.
Experience:
-
At least 3-5 years’ experience in relevant administration, finance, and/or related fields.

Prior experience working with government hospitals and offices, NGOs, and donor-funded projects is a strong plus.
Skills and competencies:

Excellent organizational and planning skills.
-
Knowledge of budget preparation, basic accounting practices, and grants management.

Excellent communication skills and strong interpersonal skills.
-
Fluent in Thai and good command of English. Command of other local ethnic languages is a plus.

Able to work with minimal supervision, handle multiple tasks, and manage demanding schedules to deliver high-quality results on time.

Good proficiency in computer software, in particular Microsoft Office.

Service-minded, flexible approach to working hours.

Interest in development and assistance projects, including for marginalized populations.
Working Environment:
The position is based in the M-FUND Mae Hong Son office. Travel to project fields in Mae Hong Son will be needed regularly, and occasionally needed to other provinces.
